Background & Strategic Relevance

Germany's development cooperation, implemented by GIZ with the support of the European Union and the German Federal Ministry for Economic Cooperation and Development (BMZ), is one of NAVTTC's principal system-level partnerships. NAVTTC serves as a key executing partner in governance reform, institutional strengthening, private-sector engagement and quality improvement across Pakistan's TVET system.

Cooperation Framework

• The Project Steering Committee governs the joint action of the European Union and BMZ in Pakistan's TVET sector, comprising the multi-donor action "TVET IV" and the BMZ-commissioned TVET Sector Support Programme.
• The joint action prioritises demand-driven skills, green skills, TVET governance, migration-related skills and employment, and the participation of women in digital and high-tech occupations.
• Programme outputs include labour-market orientation and data-based management, career support services for graduates, demand-driven training in growth sectors, stronger TVET personnel capacity, and reduced barriers to training for men, women and returnees.
• The Committee is chaired by NAVTTC and co-chaired on a rotational basis by a private-sector representative. GIZ and the British Council serve as observers and as the secretariat.
• Permanent members include NAVTTC, the EU Delegation to Pakistan, the Embassy of the Federal Republic of Germany, HEC, provincial TVET bodies, FPCCI and four private-sector associations representing agribusiness, water, energy and ICT.
• The Committee meets at least twice a year and takes decisions by consensus, while Project Implementation Committees coordinate implementation at provincial and regional level.

Progress & Key Developments

• Three Project Steering Committee meetings have been held under the programme, with NAVTTC as Chair.
• The programme has supported policy reform, institutional strengthening, governance improvement and public-private collaboration across the TVET sector.

Background & Strategic Relevance

The NAVTTC-Huawei programme is a flagship, industry-led initiative that equips trainees with internationally recognised Huawei certification in advanced cloud computing, artificial intelligence and solution architecture.

Cooperation Framework

• Industry-led ICT training leading to internationally recognised Huawei certification in agreed technology tracks.
• Standardised, practical delivery through Huawei learning systems, online and cloud laboratories, and associated digital resources.
• Technical platforms and supporting equipment for technology-enabled training.
• Defined trainee targets, admission and screening criteria, training-centre and trainer standards, and certification examinations.
• Outcome-based monitoring through employment tracer studies, certification results and centre-wise reporting, supporting continuous improvement.

Progress & Key Developments

• Batch-I trained 2,000 participants across the Solution Architect, Tech Essentials and Artificial Intelligence tracks.
• 1,762 trainees sat the certification examinations, of whom 1,436 passed.
• Tracer studies record overall employment of 67%, with track-wise rates of 79% for Solution Architect, 63% for Tech Essentials and 61% for Artificial Intelligence.
• Employed graduates earn an average monthly income of PKR 87,298, and approximately 88% of them were placed within six months.
• Batch-II, for 4,000 trainees, was approved in June 2026 with standardised admissions, expanded delivery and implementation monitoring.

Background & Strategic Relevance

Under the Tripartite MoU between NAVTTC, UNI International and ITMC China, Centres of Excellence are being developed in emerging and demand-driven technologies. The collaboration introduces modern equipment, internationally aligned curricula, Level 1-3 certification, master-trainer development, digital learning resources and sustainable institutional capacity.

• Establishment and operationalisation of Centres of Excellence in emerging and demand-driven technologies, in line with agreed technical specifications and institutional responsibilities.
• Provision and installation of modern equipment, laboratories and digital resources, supported by formal handover documentation and inventories.
• Joint development and adaptation of curricula and occupational standards, subject to NAVTTC approval and alignment with Pakistan's qualification requirements.

• Master-trainer development, trainer deployment, technical expert support and structured knowledge transfer to ensure the sustainability of each centre.
• The AI-enabled "Practice for Skills" platform, digital TVET resource libraries and other technology-enabled learning solutions.
• Centre-wise work plans setting out course commencement dates, trainee targets, deliverables, focal persons and monitoring indicators.

Progress & Key Developments

• Thirteen MoUs and Letters of Cooperation have been processed under the NAVTTC-UNI-ITMC collaboration framework.
• Centres of Excellence in E-Commerce and Logistics are being established at GTTI Gulberg, Lahore, where a UNI office has also been set up with renovated premises and IT infrastructure, including computers and studio rooms.
• The Entrepreneurship (SMEs) Centre of Excellence at the Government Advanced Technical Training Centre, Peshawar has been completed, with courses expected to commence in mid-2026.
• New Energy Vehicles and E-Commerce Live Streaming facilities have been completed at NAVTTC Headquarters, Islamabad.
• The Cross-Border E-Commerce Lab at NUTECH, Islamabad is ready, and the pilot phase of the Welding Professional Lab has trained two trainers and thirty trainees.
• Further Centres of Excellence are planned or under development in Lahore, Kasur, Multan, Faisalabad, Rawalpindi and Sheikhupura, covering information security, electric vehicles, textile and fashion design, floriculture, ceramics, food quality and testing, livestock and e-commerce.

Background & Strategic Relevance

The Swiss Business Council partnership provides a platform for connecting NAVTTC with Swiss institutions, training providers and industry. The engagement spans international language certification, trainer development and industry-based technical training.

• Industry-linked technical and vocational training through Swiss companies and training partners, including customised short-duration programmes aligned with NAVTTC requirements.
• Foreign-language training and internationally aligned certification pathways, including teacher development and proposed EUROLTA-related cooperation.
• Use of partner and industry training facilities, technical experts and existing programmes for practical skills development in sectors such as textiles, dyeing and pharmaceuticals.

Background & Strategic Relevance

The NAVTTC-TANG collaboration comprises an umbrella cooperation framework and institution-specific MoUs with Chinese TVET institutions. The agreements cover curricula and standards, teacher training, digital learning resources, Chinese language, student and faculty exchange, industry linkages, green skills, Centres of Excellence and the proposed China-Pakistan TVET Industrial Centre of Excellence (CPTICE).

The Pakistan-China TVET Partnership Forum was organised as a dedicated TVET engagement alongside the wider B2B conference on healthcare, biotechnology and pharmaceuticals.

• A structured B2B platform bringing Pakistani TVET institutions into direct discussion with Chinese education and industry representatives.

• The forum was held on 17 July 2026 in Islamabad, with attendance exceeding sixty participants, including Chinese delegates, Embassy representatives and institutional partners.
• Sixteen Pakistani institutes were confirmed during planning, and NAVTTC coordinated the programme flow, institute participation, matchmaking, presentations and keynotes.

The collaboration supports financial literacy, financial inclusion and entrepreneurship among NAVTTC trainees and graduates.

Cooperation Framework

• Free financial-literacy training for selected NAVTTC trainees and graduates, with facilitation of account opening and digital financial inclusion.
• Access and referral to MSME finance, subject to the Bank's applicable policies, together with free online and digital banking facilities.

The initiative seeks technical cooperation in mining education, institutional assessment, curriculum development and the capacity building of selected Pakistani institutions.
