Mr. Shahid Khan is currently serving as the Chairman, National Vocational and Technical Training Commission (NAVTTC). Mr. Khan is a retired civil servant from the Pakistan Administrative Service (PAS). He has almost four decades of experience in the government and has served on various senior positions including President’s Secretariat, Interior and Religious Affairs. He graduated from the Netherlands International Institute of Management, Pennsylvania State University and Quaid-e-Azam University. Mr. Khan specializes in Program & Policy Analysis and has research experience with international development organizations.

Mr. Sajid Baloch is currently serving as the Executive Director, NAVTTC National Vocational and Technical Training Commission, Ministry of Education. Mr. Sajid Baloch is an officer of the Pakistan Administrative Service (PAS) (BS-21) (23rd CTP), with 26 years’ experience of working in public sector and development sector, including United Nations. He holds Masters Degree in Development & Environment from Kings College London, and Electrical Engineering from NED University. He is a winner of British Chevening scholarship. He possesses extensive experience of governance, education, TVET, poverty, policy, law, gender, international /donors liaison and project management. He is posted as Executive Director (CEO) NAVTTC National Vocational and Technical Training Commission, Ministry of Education. Previously, he served as Registrar, Islamabad High Court. Previously he has held the appointment as Financial Advisor / Joint Secretary, Ministry of Finance, and Director General, BISP (Benazir Income Support Programme) ($1.25 Billion) in charge of Poverty Graduation programme and Complementary Initiatives. Sajid Baloch served with distinction as Deputy Permanent Delegate of Pakistan to UNESCO in Paris, including Member of Governing Executive Board of UNESCO responsible for coordination & programmes of UNESCO, and he was a key member of the 12 member drafting group of Global Development SDG-4-Education Agenda 2030. He also served as DG Basic Education managing 13000 schools and 5,00,000 poor students. Mr. Baloch also served in UNDP and UNOPS for 4 years as Head of GSP programme, and 3 of his gender & governance projects won the international awards. He also served as the Head of National Committee on ICT modern technology policy in Education. He also held the appointments as the Director Development, Finance, Excise, Agriculture, Labour, Industries and Registrar of Firms & NGOs, in the Islamabad Administration. He also served as the Deputy Secretary Establishment, as well as Deputy Commissioner of four districts.

PRIME MINISTER’S YOUTH SKILL DEVELOPMENT PROGRAM
Prime Minister’s Youth Skill Development Program (PMYSDP) is initiated to strengthen the quality of technical and vocational education and training (TVET). The purpose of the program is to equip young people with market-driven conventional and high-tech skills required for career progression with an aim to bring capacity of youth at par with international standards. The program comprises several components of interventions to stimulate the transformation of the entire TVET system in the country. The components include standardization of TVET, establishment of 75 High Tech Skills centers/labs, National Employment Exchange Tool (NEXT) with national job portal and conventional, apprenticeship and high tech skills training and national/international accreditation of TVET institutes. PMYSDP is the vehicle of change to empower youth and harness their potential for human development and transformation of the future of Pakistan.
