Recognition of Prior Learning (RPL) for Certifying Informal Skills
Recognition of Prior Learning (RPL) is a project to certify the skilled youth trained through through informal sector known as ‘Ustad-Shagird’ system. To enhance employment prospects for such youth, RPL was launched by NAVTTC as a tool to recognize/certify the skills acquired through informal/unregulated means. Over all NAVTTC has assessed and certified the skills of more than 47,000 youth from informal sector. Skills of 30,156 youth have been assessed and certified under Prime Minister’s Youth Skill Development program.

To organize TVET system of the country on modern lines, the internationally recognized, Competency based training (CBT) system has been introduced in the country to replace the traditional mode of training. NAVTTC with the support of GIZ has trained and assessed more than 2100 assessors on competency based trainings to improve their competency standards. These Assessors will be utilized for RPL and other projects under NAVTTC.
At present NAVTTC have 114 assessment centers across the country where RPL activities are being conducted. Adding new RPL assessment centers from public and private sector throughout the country will ensure to achieve higher targets in future.
It is a well-established fact that Pakistani manpower working abroad contributes towards economic development of the country by sending remittance, from Middle Eastern states, Saudi Arabia, Malaysia, United Kingdom & other European countries and this is the second largest source of foreign exchange after exports. The RPL will ensure that genuinely certified workforce is sent abroad which will enhance foreign remittances for the country as well as upscale image of Pakistani skilled workers in the international market.
